Timeline
The following is a chronological timeline of the events and happenings
of the Northern New York Library Network.
1964-1969

1964
November & December - Head librarians of the North Country have
two meetings to discuss New York State's new 3Rs program and its scope. They decide to
invite Dr. Guy Garrison of the Library Research Center in Illinois to do a survey of area
library resources with an eye to the possibility of founding a 3Rs in this region.
1965
October 29th - NC3Rs is granted a provisional charter. The
charter is granted to: Roger C. Greer, Warren McFerran, Mary G. Parker, M. Frances Breen,
Reverend Richard S. Sturtz, Rose E. Waddell, Richard W. Lawrence, Jr., Marian C. Brickey,
and Andrew K. Peters, and their associates and successors. The third such council in New
York State to be chartered, it represents public, academic and special libraries in the
counties of Clinton, Essex, Franklin, Jefferson, Lewis and St. Lawrence.
1967
The first Council office is established in the library at SUNY Potsdam.
Its first employee is an interlibrary loan clerk who works under the supervision of
Associate Librarian Marion Hess.
The Council participates in FACTS, the facsimile Transmission Pilot Project sponsored by
the N.Y.S. Bureau of Library Development.
June - The Council sponsors the Summer Conference on International Inter-Library
Cooperation, which is held in Potsdam. Seventy-five people, 13 of whom were Canadians,
attend the meetings. A four-college delivery service, linking Canton and Potsdam for
interlibrary loan purposes, is started.
1968
Historical Materials Relating to Northern New York, a union catalog
edited by Glyndon Cole, is published.
July 1 - The first executive director, Mrs. Elena Horton, takes office.
October - The first Council newsletter is published.
1969
January - Microfilming of local newspapers is initiated under contract with the
New York State Library.
April - The Council office is moved to the campus of St. Lawrence University.
May - A contract is signed with Will Rogers Memorial Hospital to provide medical
information and interlibrary loan services for the medical community within the Council
area.
June - The Council sponsors a summer conference on "New Developments in
Information Services".
August - An interlibrary loan clearinghouse is implemented for the members of the
Council; on that date all Council members centralize their requests through the Council
office using TWX or telephone.
September - A professional reference librarian, Leonard Meinhold, is added to the
staff to verify requests and to forward them to member libraries or to NYSILL.
