The winner of the 18th Annual Award for Excellence in Library Service is described as someone who has "...done much to enhance the library and its services to the community."

Gouverneur Reading Room Library Director Charlotte Garofalo received the award from the Northern New York Library Network during its Annual Meeting held on May 22, 2008 in Alexandria Bay.

Each year the Network asks library directors/supervisors, co-workers, or board members for confidential letters of nomination of a fellow colleague or supervisor they feel should be recognized for his/her outstanding service to libraries.

A letter of nomination for Ms. Garofalo pointed out, "Thirteen years ago she started the Book Battle program at the Gouverneur library, which has since turned into a regional program and seems to be more popular with each year that passes."

"Ms. Garofalo also started many programs within our community. Last summer she obtained grants to hold cultural performances for people of all ages, from children to senior citizens," a nomination stated.

The letter also commented on Ms. Garofalo’s work with a trivia contest, Chess Club, and her assistance in helping to organize the annual Arts in the Park program. It also pointed out her work with the children’s programming at the library, and the computer classes she provides.

"Circulation of materials has increased during Ms. Garofalo’s tenure and she actively weeds out old materials and selects new ones," a nomination said. "She spearheaded the loft renovation project, which will give the library more room and an area for patrons to do research, as well as provide space for programs and large group activities."

Over 70 people representing 25 institutions were on hand at the annual meeting to help congratulate Ms. Garofalo. Those in attendance represented the Canton Free Library, Clarkson University, Clinton- Essex-Franklin Library System, Diocese of Ogdensburg Archives, Franklin Academy, Gouverneur Reading Room, Hepburn Library of Colton, Hepburn Library of Lisbon, Hepburn Library of Norfolk, Jefferson Community College, Lawrence Avenue School, Massena Public Library, North Country Library System, Paine Memorial Free Library, Paul Smith’s College, Potsdam Public Library, Robert McEwen Library, St. Lawrence-Lewis School Library System, St. Lawrence University, Saranac Lake Free Library, Samaritan Medical Center, SUNY Oswego, SUNY Plattsburgh, Waddington Library, and Wyeth Research.
